The Rising Dragon form is the powered up of the Dragon Form. The Dragon Rod becomes a double sided spear and as with all the Rising forms all that glitters is gold.
I don't have much else to say about this guy that I haven't said about the Rising Titan or Rising Pegasus figures. The predominance of a single colour in these various forms is part of what really attracts me to the designs. A lot of Kamen Rider designs can get too busy or overstuffed with details, especially ones debuting later in the series. I feel that Kuuga's relative simplicity in this way has led to stronger designs that still look good nearly 20 years later.

Not sure if the mismatched colours on the kneepads are from a switch with a Pegasus form somewhere or somehow from sun fading. Either way it's not overly noticeable from a distance. |
